This publication details the results of a study on the effectiveness of the permitting process in protecting wetlands in the eight-county Houston-Galveston area. The study found that the wetland permit process required by the Clean Water Act (CWA) does not appear to be adequately protecting the water quality and wetland resources affected by development in the Houston area.
